Summary
Clashes in Beirut between pro-government militias and Hezbollah are all in accordance with a plan laid out in November 2007 by Syria and the Shiite militant group to seize Beirut. It is unclear how far Hezbollah will go toward that end, but the more chaotic Beirut becomes, the better Syria can justify its return as kingmaker.
