Libya: Chirac Visit Ups the Ante

Summary
French President Jacques Chirac is visiting Libyan leader Moammar Gadhafi — the first time a French president has traveled to Libya in more than 50 years. Chirac is trying to secure contracts with Libya that will give the European Union a leg up on business with Libya before the United States gets a strong foothold. However, Chirac will get business with Libya at Gadhafi's whim. The Libyan leader has yet to decide how to secure the best offers from the United States and Europe. He likely will do this by playing both sides against each other for all they are worth.
