Libya: The Difficult Task Ahead

Summary

On Oct. 23, three days after the fall of Moammar Gadhafi's last outpost, the National Transitional Council (NTC) officially declared the liberation of Libya. Though the NATO operation is not expected to end immediately, the Gadhafi regime is gone, the Libyan war is effectively over and the NTC is now moving to form a transitional government. Among those who have just declared victory, however, the coming months could see the outbreak of a new conflict.

The hurdles are many for the National Transitional Council, including a lack of unity, a crisis of identity and divided perceptions of power....
