With the lifting of economic sanctions against Libya, the country is officially open for foreign business. Though Libyan leader Moammar Gadhafi is eager to entice business, foreign investors will find the country's infrastructure severely degraded or non-existent. Infrastructure development will be among the first problems addressed, and companies that can come to the rescue in that area will reap big rewards.
