Summary

Lithuania, unique among the Baltic states for its historical stature and its foreign policy ambitions, wants to use energy diversification projects to end its dependence on Russia and gain support from NATO and the Europeans. However, numerous obstacles — particularly disputes with the other Baltic states over energy assets, tensions with Poland and the expected resistance from Russia — will prevent Vilnius from making any meaningful progress in its energy plans in the near to midterm.
