Summary
A changeover at Mexico's Energy Ministry and a new, more cooperative tone from the main opposition party suggest that the tide might be turning for Mexico's energy reforms. Any progress in liberalization will be marginal at best, however, and a far cry from the Fox administration's early ambitions.
