Mexico: Protests and the Cartels

Cartel-sponsored protests have locked down sections of Monterrey, Mexico over the past week, demonstrating the ability of the cartels to use civic action to harass government officials. The real danger to the Mexican government, however, is the potential for the economic downturn to trigger rising unrest and even a shift in public opinion against the government's anti-cartel efforts.
