Summary
The Niger Delta Liberation Front, a new Nigerian militant group, has threatened to launch a campaign of attacks on pipelines if the Nigerian government does not convene a post-amnesty conference involving the United States, United Nations, militants and government representatives. The group will be able to carry out isolated attacks, but the government has plenty of ways to limit the militants' activities.
