A New U.S. Strategy for Afghanistan Emerges?

A nonpartisan think tank in Washington highlighted a report advocating a new strategy in Afghanistan. While this is itself nothing new, this particular report has caught STRATFOR's eye because of its timing, source and content as well as its potential to prepare the ground for an actual shift in the year ahead.
