North Korea: The Maneuvering Behind the Six-Party Talks

The six-party talks aimed at ending the North Korean nuclear program will restart in Beijing on July 26. Seoul has offered its own piece of a solution for the lingering nuclear crisis, and Pyongyang has made a counteroffer. Heading into the talks, Moscow has a small role, all players are sidelining Tokyo, and perhaps most significantly, Beijing and Pyongyang have divergent strategies and goals.
