On Oct. 31, 2007, Doku Umarov officially announced the creation of the Caucasus Emirate (CE), a consolidation of anti-Russian rebels into a single, Pan-Muslim resistance in the region. The goal of the CE was to create an Islamic emirate in the North Caucasus region. This emirate would be completely autonomous and independent of Russia and ruled by Shariah. The CE consists of an emir (Umarov), a deputy emir and subordinate commanders leading units organized along vilaiyat (provincial) and jamaat (assembly) lines. There are six designated vilaiyats in the CE: Nokchicho Vilaiyat and the Independent Nokchicho Vilaiyat in Chechnya, Galgaiche Vilaiyat in Ingushetia, Dagestan Vilaiyat in Dagestan, the United Vilaiyat of Kabardiya in Kabardino-Balkaria and Karachay-Cherkessia, and Vilaiyat Nogai Steppe in Krasnodar Krai and Stavropol Krai.
