Things are looking up for Pakistan's unruly northwestern tribal region. On May 25, the country's Senate passed a constitutional amendment advancing the merger of the Khyber Pakhtunkhwa province with the Federally Administered Tribal Areas (FATA). The FATA is the epicenter of militancy in Pakistan, serving as a rear base for the most ruthless sub-unit of the Taliban-led insurgency currently waging war in Afghanistan, the Haqqani network. If the merger is passed at the provincial level, the changes will be a significant development in Pakistani politics....
