Pakistan: The Rise of the Generals

The Pakistani military announced Oct. 2 the names of the new deputy military chief and the joint chief of staff. The most significant aspect of this round of promotions is that Gen. Ashfaq Parvez Kayani, the head of the country's top spy agency, has become the second in command of the army. With President Gen. Pervez Musharraf due to step down as army chief by Nov. 15, Kayani will emerge as his successor, and given Kayani's strong leadership credentials, Musharraf as a civilian president will be forced to share power with him.
