Philippines: Putting the NPA on a Back Burner

The Philippine government has called for a cease-fire with the Communist New People’s Army, the militant wing of the Communist Party of the Philippines-National Democratic Front (CPP-NDF). This is not the first offer of a truce with the CPP-NDF and it is unlikely to be the last.
