The Reported VBIED Attack in Ciudad Juarez

According to some media reports, La Linea — the enforcement wing of the Vicente Carrillo Fuentes organization, aka the Juarez cartel — detonated a vehicle-borne improvised explosive device (VBIED) the evening of July 15 near the intersection of 16 de Septiembre Avenue and Bolivia Avenue in Ciudad Juarez, Chihuahua state. If true, the incident would indicate a significant escalation in cartel tactics. Visual evidence does not support the use of a VBIED in this attack, however. The vehicle allegedly used had an intact (though burned-out) chassis, and windows on surrounding buildings were unbroken, indicating the explosion was not due to the detonation of a VBIED.
