Following Romanian Prime Minister Victor Ponta's resignation, Dacian Ciolos was appointed as his replacement on Nov. 17. But while the rise of the new leader, his Cabinet and their ambitious government reform program may seem the result of a Romanian political system in chaos, in fact they are the result of Romania's foreign policy goals, U.S. and EU strategic interests in the region, and domestic exhaustion with the traditional Romanian political environment....
