Russia, Algeria: A Natural Gas Cartel that Might Work

Russia and Algeria are in talks about forming a natural gas cartel along the lines of the Organization of Petroleum Exporting Countries (OPEC), setting prices for supplies to Europe. This could be Moscow's best chance to block Europe from breaking out of its energy dependence on Russia.
