Russia and China announced Oct. 27 that Russia's state-owned oil distribution company Transneft has produced blueprints for constructing a spur linking Russia's partially constructed Eastern Siberia-Pacific Ocean pipeline to China. Both countries have much to gain from this massive project, but formidable challenges remain.
