Russia: Energy as a Powerful Short-Term Lever

A British newspaper reported Aug. 29 that Russia is preparing to cut off energy shipments to Europe in response to sanctions being considered by the European Union over Russia’s invasion of Georgia. It is likely merely a reminder, on the eve of a European Council meeting, that Russia knows how to play energy politics.
