Summary
A bombing June 9 at a cafe in Grozny in the Russian territory of Chechnya injured eight police officers and four civilians. An official called the bombing a terrorist attack and mentioned Chechen separatists. The ineffectiveness of this attack shows that the Chechen rebels' capabilities have been weakened. The rebels are likely to return to targeting hard targets to get the most out of their depleted resources, but they are a problem for Chechen authorities now — not for the Russian government.
