Summary
Russia plans to downsize two battalions of Chechen special-forces troops, the Defense Ministry said June 25. These Chechen soldiers — all former insurgents — have a reputation for brutality, and 1,200 of them may soon be looking for new jobs. Other security forces will absorb some, but many will likely end up returning to militancy or entering the Chechen mafia.
