Russia: A Slightly Reshuffled Cabinet

Russia's Cabinet under new Prime Minister Viktor Zubkov has finally been announced, with only minor changes. In making those changes, however, Russian President Vladimir Putin made the point that he is willing to dismiss those who are making waves. Now Putin has to prepare for the truly difficult power struggles ahead.
