Russia: The Yukos Lesson and the Attack Mentality

VimpelCom, Russia's second-largest cellular phone network, was handed a $158 million bill for back taxes Dec. 8. Market players immediately feared a new government crackdown on the oligarchs, but this is not a new onslaught. It is Russia's bureaucrats using the strategy developed in the assault against Yukos for their own ends.
