The overwhelming majority of the international community will not recognize the annexation referendums to be held in the Russia-occupied areas of Ukraine on Sept. 23-27. This is particularly true since Ukraine retains control over significant areas of the administrative regions seeking annexation by Russia and because the likely successful referendums would effectively result in formal Russian territorial claims against Ukraine.
