Summary
Iraqi soldiers-turned-nationalist guerrillas are most likely responsible for the May 17 attack against a U.S. convoy that used an artillery shell containing sarin. Though the guerrillas might have used a sarin shell unwittingly, they now know they have the capability of using chemical weapons. Whether they will employ this capability will depend more on their own costs-benefits assessment than on what chemical weapons potential the guerrillas possess.
