Summary
The Saudi government is trapped in an impossible dilemma. The threats from the Soviet Union and Arab radicalism that forged the historical U.S.-Saudi relationship are gone, but Riyadh cannot fully break with Washington, despite its opposition to U.S. war plans for Iraq. A defeated Iraq and a dominant Iran would force the House of Saud to depend even more upon the United States for protection.
