Jacob Zuma's job as South Africa's president is about to get even harder. Reeling from the defeat of his former wife Nkosazana Dlamini-Zuma in the leadership race of the ruling African National Congress earlier this month, the president was dealt another heavy blow on Dec. 29 by the country's Constitutional Court. The body ruled that the South African parliament had not fulfilled its duty to hold Zuma accountable for a scandal in which the president allegedly used public funds to upgrade his home. Perhaps more important, however, the court ordered lawmakers to design a stronger mechanism for removing the president from office....
