Summary
During the night of May 20, French and Spanish police forces arrested the suspected leader of the Basque separatist group ETA, Javier Lopez Pena. Pena was arrested along with three other high-level ETA members, one of whom is thought to be one of the group's financiers. A source told STRATFOR that Lopez Pena was arrested based on a tip from an ETA source. This blow to ETA will set the group back for the time being, and violence will decrease — but ETA has survived numerous crackdowns before.
