Ukraine: Kiev Enters the NATO Picture

Ukraine's foreign ministry decided April 3 to let NATO transport non-military materiel through its country. The decision may not have received Russian approval and appears to be a long-shot effort by Yushchenko to hook Ukraine to the West. Ultimately, the transit of the goods will be decided between Washington and Moscow.
