Armed men in unmarked uniforms blocked the entrances of administrative buildings and streets in the separatist-held eastern Ukrainian city of Luhansk in what appeared to be a power struggle between the pro-Russia separatist forces that control parts of the region. The armed men appeared in Luhansk on Nov. 21 after local separatist leader and President of the Luhansk People's Republic Igor Plotnitsky dismissed the interior minister, Igor Kornet, on Nov. 20. Plotnitsky and Kornet have in the past competed for influence in the breakaway territory, and the simmering rivalry appears to have boiled over with Kornet's removal. Yet, so far no violent clashes have been reported....
