Summary
Ukraine and the European Union will hold a summit in Kiev on Dec. 19. Two important agreements — one political and one economic — were expected to be signed at the meeting, but domestic political complications in Ukraine likely will prevent the signing of those pacts. The summit will serve as a turning point in Ukraine's strategy of balancing between the West and Russia, as Kiev will find itself increasingly isolated from the West and with little choice but to grow closer to Moscow.
