The United States Tries To Regroup

Summary
The United States is trying desperately to get its diplomacy back on track prior to a war on Iraq. Officials in Washington are accepting a delay in the start of the war in order to do this. They will accept a French veto, but they want the nine Security Council votes to justify an attack. Of the countries available for persuasion, there do not appear to be enough votes. Either Russia or China must change its position for this to work. It is no accident That U.S. Secretary of State Colin Powell is in China today; there is more than North Korea being discussed.
