U.S.: Congressional Shenanigans

The U.S. Army's vice chief of staff has issued a memo directing commanders to prepare for the loss of their civilian employees in the event of a funding fiasco in Congress. Part prudent Army worst-case thinking, this is nevertheless the Army insisting that it wants every penny it has requested — and overblowing a crisis that is unlikely to materialize.
