Several high profile arrests over the past two weeks in Uzbekistan look to be the latest struggle between two powerful elites: Rustam Inoyatov, who heads the state intelligence agency, the National Security Service, and Prime Minister Shavkat Mirziyoyev. On April 29, the head of GM Uzbekistan, Tohirjon Jalilov, was detained on charges of fraud, money laundering and embezzlement, as were other company managers and government members with ties to the automotive sector. These kinds of arrests are typical in Uzbekistan when other issues, mainly politics, are at play.
