Why Mexican Security Is a Work in Progress

Progress on Mexican security issues has stalled. President Enrique Pena Nieto has laid out an ambitious security strategy, which has created new police forces and security institutions to maintain public order, but implementation of the measures is unfinished. Further changes will take years to make, especially as political cooperation is stymied in the lead-up to elections. In the meantime, public safety and security will be largely shaped by organized crime's diminishing ability to coalesce and to launch violent territorial conflicts on a national scale....
