Israel: Netanyahu Says He Cannot Form Government

What Happened: Israeli Prime Minister Benjamin Netanyahu has informed President Reuven Rivlin that he cannot form a government, returning the mandate to the president, Haaretz reported Oct. 21. Rivlin will now ask Blue and White leader Benny Gantz to form a governing coalition.

Why It Matters: A lack of support in the Knesset will likely doom Gantz's attempt to form a new government, setting the stage for a possible third election in less than a year.

Background: Israel's Sept. 17 election produced no clear winner between Netanyahu and Gantz, after elections in April were similarly inconclusive.
