Japan, South Korea: Seoul Files WTO Complaint Against Tokyo's Trade Restrictions

What Happened: South Korea has filed a complaint at the World Trade Organization against Japanese export restrictions that went into effect in July, Kyodo reported Sept. 11.

Why It Matters: The complaint will launch a bilateral dispute settlement process between Seoul and Tokyo, which could be followed by a WTO settlement panel. If both measures fail, a final WTO ruling could take more than one year, which would come too late to mitigate the adverse effects of Japanese trade restrictions on South Korea's economy.

Background: The trade dispute between Japan and South Korea continues to escalate after each country imposed trade restrictions against the other in recent months and Seoul terminated an intelligence-sharing pact with Tokyo in late August.
