Summary

The situation in Libya continues to deteriorate as a variety of stakeholders vie for control of key territories, including the Benina air base on the outskirts of Benghazi. Neighboring countries are increasingly concerned that the conflict will spill over their shared borders with Libya, but outside forces remain significantly constrained in their options to intervene. Though a determined effort by other states could be effective in advancing the aims of favored groups and warlords in Libya, it remains unlikely that the international community will commit the troops needed to end the country's conflict.
